Perinatal & Postnatal Mental Health Strategy Act (Bill M 204)
A Historic Step to Support New Mothers
MLA Jody Toor’s Private Member’s Bill, Bill M 204 – the Perinatal and Postnatal Mental Health Strategy Act, has made history. It is the first Private Member’s Bill in 43 years to pass Second Reading with unanimous support in the B.C. Legislature – and now officially law, following Royal Assent.
Why It Matters
This legislation ensures that no parent is left to struggle in silence. By embedding perinatal and postnatal mental health into B.C.’s healthcare system, it recognizes childbirth and parenthood not as isolated experiences, but as pivotal moments where meaningful support is essential.
What the Bill Does
This legislation requires the Minister of Health to develop and publicly table a comprehensive strategy within one year. The strategy will focus on:

Timely, universal access to perinatal and postnatal mental health care

Culturally safe, trauma-informed services

Provider training and increased awareness

Grief counselling for pregnancy loss

Research, data gathering, and removing access barriers
Once tabled, the minister must review and update the strategy every two years to ensure its ongoing effectiveness.
